I would first work with stakeholders to identify and prioritize the features that deliver the most value. Then, I'd assess the effort and risks associated with each feature. Based on this, I would clearly communicate the trade-offs, highlighting what can realistically be achieved within the given constraints and what might need to be deferred. My focus would be on delivering the highest-impact features first.
